SUMMARY: This conditional position is located in the Community Services Division with the Oklahoma City-County Health Department and the employee works under the direct supervision of the Community Transformation Program Administrator. The Incumbent is responsible for designing and conducting the evaluation of all activities pertaining to the Community Transformation Grant (CTG).The CTG Project Evaluator will provide skills and expertise to evaluate policy and environmental interventions designed to achieve public health outcomes, e.g. changes in community, school and worksite environments that lead to tobacco use reduction, reduction in exposure to second hand smoke, increases in physical activity and improved nutrition. Clinical and community preventive services associated with programs to promote the control of hypertension and reduction of cholesterol also may be evaluated. The incumbent will be solely responsible for planning and implementing evaluation activities consistent with CDC recommendations. A strong emphasis will be placed upon documenting the effects of interventions to promote health equity and to reduce health disparity. The evaluation will focus upon outcomes and impact rather than process measures. In addition to local project evaluation, surveillance data will be accessed and reported. The CTG project evaluator may be responsible for strategic planning, logic model development, collection and analysis of evaluation data (using selected evaluation instruments consistent with CDC recommendations), scientific and technical writing (e.g. peer reviewed journal articles, local reports, conference presentations); and supporting evaluation capacity building among internal program staff and program partners. The employee is primarily responsible for overseeing the evaluation of all Community Transformation Grant activities. 2. Creating databases, collecting and managing data, and performing literature reviews for the program. 3. Developing the overall design and conduct of the evaluation related to Community Transformation Grant activities. 4. Participating with partners and stakeholders in evaluation planning activities which include the development of evaluation design for Community Transformation grant activities. 5. Works directly with the Community Transformation Program Administrator on program evaluation and monitoring. 6. Coordinating the development and the implementation of data collection for the evaluation of program activities. May include the implementation of surveys, qualitative interviews, and document review. 7. Entering data and management of evaluation data collected via survey, reports and interviews. 8. Performing data summary and analyses and is responsible for the quality of such data. Includes the analysis of both quantitative and qualitative data through the use of Access, Excel, SAS, JMP, and SPSS data analysis packages. 9. Developing reports for the funder and other stakeholders. Will participate in the development of publication presentations for local and national audiences. 10. Developing publications and presentations for local and national audiences to share best practices based on the Community Transformation Grant evaluation. 11. Attends all CDC-sponsored trainings and other required meetings according to grant guidelines. 12. Attending meetings. 13. Coordinating the work of committees, task forces and other groups concerning evaluation. 14. Facilitating and collecting data needed for program planning. 15. Generating studies and reports, correspondence, and memoranda. 16. Driving to off-site locations to perform job duties as needed. 17. At the direction of OCCHD Director or designee, the incumbent will be assigned a variety of specific job duties and responsibilities as a member of the OCCHD Emergency Preparedness and Response Program Team (i.e. Bioterrorism Response Program). Also, as a member of the Emergency Preparedness and Response Program Team, the employee is required to complete all necessary emergency responder training and may be designated as a member of the first-responder team. 18. Completes required training in support of duties and responsibilities of this position. SKILLS AND ABILITIES: -Skill in using appropriate equipment and software (i.e. prefer Microsoft Word, Excel, Power point, etc.) -Skill in developing partnerships with organizations and individuals -Skill in developing, directing and evaluating public health programs -Skill in developing and administering budgets, policies and procedures -Skill in making public presentations -Skill in communicating with persons from diverse backgrounds both orally and in writing using tact and diplomacy -Ability and willingness to develop and maintain effective working relationships -Ability and willingness to follow established policies and procedures -Ability and willingness to follow safe working practices and procedures -Ability and willingness to assume responsibility for work product WORKING CONDITIONS: -Primarily indoors in climate-controlled building -No smoking or use of non-smoking tobacco products is allowed at anytime while conducting agency business or in agency vehicles -No use of cell phones or the use of electronic wireless communications devices used to write, send or read a text-based communication while driving a motor vehicle on agency business -May be subject to standing for extended periods -Subject to driving to off-site locations in varied weather -Periodically exposed to glare from computer monitor -OSHA category: performs tasks that involve no exposure to blood, body fluids, or tissues PHYSICAL REQUIREMENTS: -Arm/hand steadiness and digital dexterity enough to operate a personal computer and perform other essential functions of the job -Vision enough to read written communications such as computer printouts, instructions, hand- or machine-generated documents, etc., as well as print and/or graphics on computer monitor -Speech and hearing enough to communicate in public presentations, face-to-face, and via telephone -Ability to make oneself understood in a public place with or without a microphone -Flexibility and coordination enough to operate a motor vehicle as needed -Flexibility and coordination enough to bend, stoop, stand, crouch and walk to perform such tasks as setting up equipment and making presentations -Strength enough to lift and move equipment weighing up to 30 pounds WORKING RELATIONSHIPS: This position requires contact with individuals in prominent positions in the community, representatives of other institutions, medical personnel and the general public to give and receive information and/or to provide technical assistance. The employee will also have contact with media representatives concerning OCCHD activities and programs. The employee may be required to occasionally deal with hostile persons. SUPERVISION GIVEN AND RECEIVED/ACCOUNTABILITY: This employee is under the supervision of the Community Transformation Program Administrator, Community Services Division, with work product subject to review. The incumbent oversees the evaluation of the Community Transformation Grant activities.
